1) The service entity representative selects one of the previously coordinated excavations (which has been issued a multi-coordination report) and has not yet been issued an excavation permit after logging into the Baladi platform.
2) The service entity representative fills out and submits the request for the issuance of a previously coordinated excavation permit after ensuring the accuracy of all data, reviewing the service requirements, and acknowledging that they have read and will comply with them.
3) Once the request is submitted, the system will immediately generate an invoice for the applicable fees, and the applicant will be notified of the need to pay within a specified period.
4) Upon payment of the fees, the excavation permit will be issued, and the applicant will be notified, with the ability to print the permit.
1) A multi-coordination report containing excavation data must be obtained before submitting this request.
2) The service entity must define its representatives within the Infrastructure Project Coordination Office (users are defined and permissions are linked electronically).
3) The service entity must define its team within each coordination office in each municipality (a number of classified contractors, consultants, and supervisors).
4) The following requirements apply to team members (contractors/consultants/supervisors) before registering them in an excavation permit request:
- The commercial registrations of both the main contractor and subcontractors must be valid and active throughout the excavation work period until the clearance certificate is issued. This will be verified upon receiving the requests (permit issuance request, extension request, closure request, etc.).
- Both the main contractor and subcontractors must have a valid City Service Provider Classification Certificate throughout the excavation period.
- Both the main contractor and subcontractors must be internally qualified within the municipality in which the supervisory work is to be carried out.
- The commercial registrations of both the main consultant and subcontracting consultants must be valid and active throughout the excavation work period.
- Both the main consultant and subcontracting consultants must have a valid City Service Provider Classification Certificate throughout the excavation period.
5) The service entity must sign a Service Level Agreement with the Ministry of Municipal, Rural Affairs, and Housing.
6) The permit request must be submitted well in advance of the planned excavation start time to allow for traffic notifications and fee payment (at least 30 hours before the planned excavation start time).
7) The service entity submitting the request must review the request and approve the accuracy of its data before sending it.
