An electronic service available on the Balady Portal that allows beneficiaries to obtain an Occupancy Certificate for existing buildings (completion of construction) without the need to visit the authority.
Once the Occupancy Certificate is issued, the Compliance Certificate will be automatically generated as a proactive service.

  • Log in to the Balady portal through the Unified National Access (Absher).
  • Select the type of owner and applicant.
  • Choose the building permit for which the occupancy certificate is to be issued.
  • Select the engineering office.
  • Submit the application to the engineering office.
  • The engineering office completes the required data and prepares the report.
  • The municipality approves the certificate.
  • A payment invoice number is issued.
  • After completing the payment, the occupancy certificate is issued and can be printed.
  • Contracting with an engineering office (for non-residential buildings).
  • Payment of service fees.
  • Possession of a valid building permit.
